On the Desktop, Delete adds the item to the trash and takes the item out of all other collections. Remove takes the item out of the currently selected collection. If the current collection happens to be the last collection the item is in, then Remove moves the item to the trash. Only emptying the trash should hard-delete items, although there's currently a bug where items aren't added to the trash after collection deletion, so it might seem like the items are hard deleted in this case.
