+ It appears after some investigation we have discovered a bug with
the readonly markup bar icon not appearing correctly. This has since
been fixed.
+ After much back and forth we closed on a proposal for Preview. We
will repurpose the lock icon and allow the user to make local edits
to read only items.
+ If the item is read-write, there is no lock icon
+ If the lock item is there, the user cannot edit the item
+ If they click on the lock icon, the user has decided to make local
edits to the item. They will get appropriate confirmation/warning
dialogs about what will happen.
+ If they click lock again, they revert back to what is on the server.

since users can take items from read only collections and share them
with a read-write collection.
