As far as my understanding goes Tracker should AND together each term...

Tracker defaults to ORing together. You can add a + in front of the term you wish to AND. You can also search entire phrases "by quoting".
Man, I must be a confused bugger :-) Anyway, I think it is the last statement that is true.
