First, gnome-panel is written in C and Deskbar in Python. I'm currently, the only active Deskbar developer, therefore a re-write in C is out of the question. However, it might be a worthwhile goal for GNOME 3. Mabye it can be integrated into the efforts writing a new GNOME shell [1].
