See my comments for bug #14835 and bug #16577

The only way I am able to restore gnome-panel (so far)
is to completely erase the ~/.gnome2 directory,
exit with [crtl][alt][backspace],
re-login
and let the system rebuild  ~/.gnome2.

The problem with this is that you lose any of your gnome-panel settings.

Maybe someone else could narrow it down
as to which file in the ~/.gnome2 directory gets corrupted
(and why it gets corrupted).
