I am not sure the responsible is gnome-control-center.
I am running a up to date breezy i386.
I wanted to switch for a test from belgian layout to France dvorak.
The layout appeared into the keyboard properties. I made it the default layout.
Then, I closed the dialog box. I noticed the "Fra" into the gnome keyboard
applet, but the layout was still the previous one.
I logged of then relogged, it didn't change.
