Description:
To improve usability, the dialog box that appears when trying to burn to
a disc that's too small ('Reload a rewritable or blank disc') should
tell the user explicitly that the currently inserted disc is too small.
Note: this is not the same as #27363 -- my drive is reporting the disc
capacity properly.
