I then did the same in synaptic, completely removed, but also gnome-
panel. Then reinstall. Now it dpkg correctly. I checked
/usr/share/gconf/schemas/panel-toplevel.schemas

Still characters like إسم لتعريف ال؎ريط

But no complaints from dpkg anymore...
