Public bug reported:

Binary package hint: gnome-panel

I right clicked workspace icon lower right corner and choose Preferences and
added four workspaces and show all workspaces in 1 row.
When I click on a empty workspace the entire screen is only background and
there are no menus, no right clicks or left clicks can activate anything and I
cant do anything. Pressing power key is the only way to get any response. Log
out or restart restores first (workable) workspace.
