When some apps are maximised, the apps' screen does not extend to the
upper-right edge of the screen, other apps do.
Easy way to duplicate this:
Move the top panel to the bottom, open an application and maximize it. Moving
the mouse to the immediate top corner and clicking (to close) will either
select the window immediately behind it, or the desktop. Bringing the frontmost
window out of focus, or closing the other window.
