Thank you for taking the time to report this bug and helping to make Ubuntu better. Actually if you change the timezone in GNOME, you change the hour of the whole system, which require root privs to do it. if you don't have this feature , you can't actually change anything. If you want to you can submit a bug upstream in http://bugzilla.gnome.org product gnome-panel . Thanks in advance.
