You have been subscribed to a public bug:
Open many apps so that the taskbar is filled with some entries (I tried
8). Then put the cursor over the taskbar.
Roll the mousewheel up very quickly. The apps will in turn get focus but
because this process is very fast, their entry in the taskbar will enter
blink mode. (if it doesn't happen, try the other way around by scrolling
down using the mousewheel)
The blinking shouldn't happen.
