This is IMHO the bug #1 for all Ubuntu newbies in Russia and over non-
Latin countries - all of them ask about it and  there is no known
resolution without installing additional software with advanced setup
(XMMS/bansee with patch, EasyTag for UTF8 tag encoding) and need
Internet.

Encoding to utf8 don't work in this case:
mp3 music shared in readonly SMB or FTP net.

If there is env variable for default gstreamer mp3 tag encoding or gconf
variable it would be temporary resolution for that users that jast
works. In this case users need it in ubuntu guide.
