This is easiest to reproduce with synaptic but will also work with any gtk app
that disables (greys out) buttons ie gimp
Do something in synaptic that disables the main buttons like click
reload
While a button is still disabled, place the mouse over a disabled button
(you can keep it over reload)
Keep the mouse over that button until it is re-enabled
The button will now not respond to click events
move the mouse off the button and then back onto the button
it will now respond to clicks
