When browsing with maximised windows in ephiphany the window border is
removed in both the left and right side og the window, thereby putting
the vertical scrollbar all the way to the screen edge. This makes it
very easy to catch the scroll-bar with the mouse because it's horizontal
size is theoretically infinite. (See Fitts law).

When another tab is opened in the browser, the tab-widget introduces a
2px frame around the whole content frame, thereby moving the scrollbars
away from the edge of the screen, and thus making it harder to hit
vertical the scrollbar.

The widget should be modifyable, so that the vertical borders can be
removed in ephiphany.
