I don't know if it helps, but the problem was present on Kubuntu 7.10 as well, not using compiz or beryl (straight X, no XGL or AIGLX). I don't believe that Kubuntu uses gnome-applets. It could be a separate problem that happens to look a lot like this one, or there could be a lower level root cause that affects both. I opened a bug on that, but it was merged with this.
