I've done this twice on two different fresh installs of Gutsy. Go to
System->Administration->Login Window, on the Local tab choose the Human
List theme. Your login window theme is set to Selected Only and you have
selected Human List. Close the config window. Logout. You get a random
theme. Login and go back to Login Window config, somehow it is set to
Random from Selected and the Circles and Happy Gnome themes are
selected. Set it back to Selected Only and this time it sticks.
