Problem reproducible on my laptop as well. Around a couple of minutes between login and usable state. Problem disappears if I booted with a network connection.
Laptop configuration is : Compaq V2375TU, 1.4 Ghz Intel Celeron, 2 GB DDR 333, Intel 915 GM chipset. I dont seem to face this problem in Feisty. In Gutsy, the issue doesnt appear immediately after installation.
