I confirm this for czech+english, also linked dup #152622 with the same issue for italian+english.
To summarize: if english (us, in my case; but for en_GB as well based on above comment) if secondary keyboard, the \| key behaves as on the PRIMARY (non-english) keyboard, giving respectively ù, ç and dead umlaut accent for italian (#152622), spanish (above), czech (here); with shift, it is Ç for spanish and ' (apostrophe) for czech. I reproduced this for French and Greman as well. Workaround is to swap layout order, making english primary. It seems that english keyboard definition forgets to redefine the |\ key.
