I do have Visual Effects enabled, but I do not think it is related. I created new user without Visual Effects and reproduced the behavior. Save button does not stay grayed out, it became looking as active button, but does not work. And sometimes it does work. Also it starts working when I enter some text into Description text box or press close button before pressing Save button. I did the screenshot, but it does not contain anything unusual. I also changed a locale settings from my usual ru_RU.UTF-8 to en_US.UTF-8 and found no difference.
