Public bug reported:

Binary package hint: gnome-panel

I wanted to install a photo management package and used Synaptic to
install Gtkam and, although some of the packages necessary weren't
authenticated, went ahead with the install. The main program selection
menu disappeared from the Mint 3.0 Cassandra edition. I started Synaptic
for the command line and un-installed gtkam and all the dependencies I
could find from the synaptic history. The same problem persists
