Binary package hint: gnome-panel
Whenever an panel shortcut (launcher) is clicked and an item on the
panel menu is clicked afterwards, the shortcut lights up as if it has
been hovered over and the shortcut gains a dotted border around it (
like what you see when you press the tab key in Firefox). This behavior
only ceases when one of three buttons are clicked on the panel. See
screenshot for more info.
