I can also confirm this bug on a fresh install of Gutsy with packages up-to-date as of 12/11/2007. Adding workspaces through Workspace Switcher does not cause the appropriate shortcuts to be added to the Keyboard Shortcuts manager. The shortcuts do work when added manually using gconf-editor.
