Description:
I can't focus other windows using just the keyboard when the gnome-menu
is focussed.

Steps to reproduce:

1. Open a random application.
2. Press Ctrl-Alt-Esc to focus the main menu bar.
3. Press the right arrow key to make the applications-menu appear.
4. Try to focus the window of the application opened at step 1 using only the 
keyboard.

Expected results:
Pressing Ctrl-Alt-Esc should give the focus to the application window (possibly 
after pressing it a few times), and preferable Atl-tab as well.


Actual results:
The application window can't be focussed with any key-combination I can think 
of.

Additional remarks:
The log-off dialog (which lets the user select 'log off', 'switch user', 
'hibernate', 'shutdown', etc) won't appear when the Log-out item in the system 
menu is selected. The dialog only appears when the panel looses its focus - 
which is impossible without using the mouse.

Up-to-date Dapper Drake; gnome-panel 2.14.0-0ubuntu2
