Hyperair, I think you are actually seeing a duplicate of bug #182704 and this could be checked by disabling NumLock. Do your volume keys work now? If so, it's 182704. I'm still not marking this as a duplicate, since for me Ctrl+Alt+Whatever works even with NumLock enabled. In any case, this bug seems related to gnome-control-center, which I am changing.
