(I have rewritten the description text and changed the bug title.)

I think personally this is an important problem and suggests that
somehow both update apps are being allowed to run at once - which I
thought was not allowed. Should each of these apps reserve rights
earlier in the process?

** Description changed:

- I boot Ubuntu, and i knew that updates were availables. I ran the update 
manager mannually, and there was updates. I clicked over Update install and 
then, the tray icon appeared alerting me about the updates. 
- The update manager stopped and i had to do a right click over the tray icon 
to install.
