You have been subscribed to a public bug:
If a Term window (or other type, I don't know, and don't WANT to try) is
RESIZED over the lower panel, the panel prevents restoring of
'minimized' window, without REMOVING the panel.
And the panel attributes DON'T return after re-installing it.
Very annoying and frustrating.
