Thanks to james_w on #ubuntu-bugs, the affected package has been found,
it is libhunspell.
Steps to reproduce:
* Install hunspell (apt-get install hunspell)
* Put in a test file the word "eleve"
* type in a terminal :
~$ hunspell -d fr test
* result: hunspell suggest the exact same list of words as firefox or
openoffice. "élève" is not in the list.
I have just filled a bug report upstream.
