I just dist-upgraded to version 2.21.92-0ubuntu1. Now the symptoms are different. In a way it's misbehaving more consistently, because unplugging and replugging the AC power doesn't change the situation.
When the AC is plugged in it shows the battery icon without a power cord and the tooltip says Computer is running on AC power Laptop batteries discharging (xx%) Battery discharge time is currently unknown However, the charge percentage is going up as expected with the power is plugged in. Unplugging the power and plugging it back in doesn't make a difference. I guess this bug report can be closed and I'll check if this new problem is described in another report.
