I suspect it may well be possible to configure GDM not to offer shutdown 
options, but that doesn't entirely negate the scope of this bug report...
My laptop has two users on it and if one picks it up and switches to their user 
while the other is logged in, then tells the laptop to shut down, it doesn't 
warn them that other users are logged in, it just silently and obediently kills 
everything the other user was running.
