So, it's questionable whether this is a bug or a usability enhancement.
But I'll submit it anyway.
In Nautilus, say I want to change the icon for some file. I right-click
the icon, and select "Properties". Then I click the icon in the upper-
left of the properties window. This brings up a "Select Custom Icon"
file-browser dialog. Problem is, this file browser always opens to my
home directory. To behave like most any other app, it needs to open to
the folder containing the *current* icon image.
** Affects: nautilus (Ubuntu)
