I did have this problem (after a fresh install), but I just removed the files from ~/.gnome2/keyrings (an empty "default" file, and "default.keyring" and "login.keyring" that corresponded to keyrings that I couldn't access). At the next boot, when prompted for my wireless passphrase, the "login.keyring" was regenerated, and now gnome-keyring- manager behaves as expected. Why the problem occurred in the first place? I'm not so sure, but (at least for me) the fix was simple enough.
