Public bug reported:

Binary package hint: gnome-panel

When in the "Create Launcher->Browse icons->Browse" dialog, no icons are shown,
only directories. Even if you enter the exact location of the icon in the
"Location:" bar, you get an error message such as:
   "Cannot create folder
    error accessing 'file:///home/xp/.data/a': File exists"

To select an icon, you have to browse to the directory where the icon
is stored and then press "Open".

This is confusing, as in most gnome apps the file browser allows you to
select the exact file you want rather than just the directory that
contains it.
