If you try to add a new location to the clock applet (right click the applet >
preferences > Locations > Add), and you have no internet connection, the
applet's dialog will sit there and block forever. You will have to kill the
panel to stop it.

This is using a fully up-to-date Hardy beta installed from the Ubuntu alternate
CD.

===What I expected to happen===:
If you need to have an Internet connection, we should change the dialog to be
disabled and have a message that says you need a net connection to create a new
location. If you don't need a net connection, and we have cached the locations
on disk, then it should just work.
Since it is most likely that they will need a net connection: I made a
little mockup of how we could change the dialog to reflect that:
