Binary package hint: gnome-panel
I have two panels - one has the menus, app launchers, clock, and
applets, and it resides at the very top of the screen. The other has
the desktop selector and the task buttons and sits just below the first.
When I log in to my system the panels are switched - the one with the
menus is on the bottom.
