Thanks for reporting this bug and helping make Ubuntu better.
This is not a crash so I am reopening the bug and confirming because I
am seeing the same behavior.
For added clarification I went to the "Layout Options" window in Keyboard
Preferences. The help button in the window closes the window.
The help button on the main Keyboard Preferences window works as expected.
