Public bug reported:

Test case: install the fglrx driver, reboot and direct rendering is
enabled. Try to enable the 3D effects (normal effects) in the Appearance
panel and a dialog shows up saying that "the Desktop effects cannot be
enabled".

If I try to launch Compiz from the command line it works and I get this:
