Description:
an attempt to upgrade dasher from breezy to dapper results in the
following:
# apt-get install dasher

This error is fixed by attempting the upgrade once more, since the new
dasher will aready be installed and won't contain the conflicting file.
This breaks an upgrade from breezy to dapper, if the user installed the
dasher package.
