I've got the same problem. I put "fr" to "spellcheker.dictionary" key
but it always correct text using English dictionary. When I go back to
about:config, epiphany has set the key to "en-US". But if I do not use
textarea, it keeps "fr" when I go back to about:config.

I use epiphany 2.22.1.1 and Hardy Heron.

aspell-fr package is installed : I try using aspell -l fr in a terminal
and it works fine and xchat use the french dictionary correctly.

It's very strange.
