Public bug reported:

Affects: metacity (Ubuntu)
       Severity: Wishlist
       Priority: Low
         Status: Unconfirmed

Description:
After over a decade of using linux, I've used many window managers, and
at the same time grown very fond of GNOME as it has developed (and I've
even contributed to it). However, I've hoped that metacity, after being
chosen as *the* wm for gnome, would have been improved in ways which I
took for granted before. This is most notable in the window placement
department. I'm not sure what algorithm is used to place windows using
metacity, but it is somewhat unintelligent in my opinion.

Can this be improved please?

Especially the "already-empty desktop" use case; sometimes I would like
to open say 8 terminals on a fresh desktop and have them at least come
up not overlapping. Some configurability on this might be nice too.
