Thanks for your bug report. First of all, Dapper's evolution does have the
bogofilter plugin - you might have to enable it. For the rest of the bug
report: it's true that a package's recommends are not installed by default and
it can be a bit problematic, although on the other hand having to install a
Recommends if you don't need it, that's problematic as well.
I think I'm going to reject the bug. If you want apt/synaptic to install
Recommends by default, you might want to follow up on bug 8896 - if your
trouble is that one of the spam plugins doesn't work, you might want to follow
up on one of the spam related bug reports (bug 37878, bug 12906, bug 19061, bug
