This has been fixed (hasn't it?). The problem was that it was far to easy to think that the default was the UK international with deadkeys (basically, it was the first option). In hardy the default is correct. I think also that was an "update from previous distro" artefact which meant that gnome required a keyboard, but wasn't defined. It wasn't taking the default from X11 anymore.
