Well, darn, I seem to have fixed it and I don't know how. As I recall I did the following...
* installed gstreamer-0.10-ugly; tested and it didn't work * installed the whole package ubuntu-restricted-codecs; tested and it didn't work (and I did restart Rhythmbox between these steps, but not the entire computer.) I then gave up and installed audacious, was able to use it to play the mp3 I needed to (a recording of a class I had to transcribe), was happy. Turned off the computer. When I opened rhythmbox today in order to test the above suggestions, I discovered that has magically regained its ability to play mp3s. Haven't changed the sound capplet settings or any of the rhythmbox preferences. So I guess it's possible something in the audacious meta-package fixed the issue, or maybe it was some zombie process that didn't get restarted until I actually rebooted the machine.
