Happens only on some items. (note: I'm on a pt-BR system)
I tried a few, and at least these don't allow renaming:
Dictionary (string is "Dicionários")
Gedit ("Editor de Texto")
Gnome-Terminal ("Consola")
Vinagre ("Visualizador de Área de Trabalho Remota")
Totem ("Reprodutor de Filmes")
Running from the commandline no errors are shown.
I found another bug report that describes the same symptoms. Seems it is
related to the language-pack stuff:
