Public bug reported:

Binary package hint: gnome-control-center

1. Boot a laptop
2. Plug in a monitor
3. Open gnome-display-properties

You'll see two monitors one on top of another

4. Drag one of the monitors to a side
5. Press 'Apply'

Nothing happens.  That's because you need to perform additional steps to
get a dual-head mode:

4a. click on the external monitor
4b. select a resolution in the drop-down

I suggest that dragging a monitor to be on a side should automatically
preselect the preferred resolution in the dropdown.
