I can confirm this.

Steps to reproduce:

1) Open Seahorse (Applications -> Accessories -> Passwords and Encryption Keys)
2) Select no keyserver (Edit -> Preferences, Key Servers tab, then select 
"None: Don't publish keys" from the "Publish keys to" dropdown)
3) Attempt to publish key (select key in "My Personal Keys" tab, right click 
and select "Sync and Publish Keys...")


What do I expect to happen:

A dialog should appear telling me that no keyservers are selected


What actually happens:

It appears to synchronize and publish the key correctly with no error,
despite the fact that no keyserver is selected.
