I think that this *is* a bug. Glade-3 gives no feedback to the user to tell them what they are doing wrong. It's not clear why it is refusing to do what I want.
My assumption was that any given window would not be able to have the same name repeated, but that different windows/dialogs could use the same names if I wanted.
