We currently do not support trashing on volumes that do not manage
permissions properly, such as NTFS or FAT, out of privacy concerns for
users. We are working on a fix for this by modifying the Trashing
specification to be more clear on these situations. The conversation

but spans out across the next few months.

The likely event will be that you will have to "manually" create a Trash
directory on these volumes, and you'll be warned that anything that goes
into the trash can be viewed by any users on the system. But this change
hasn't been committed yet, and is still considered under discussion.
