You have been subscribed to a public bug:

Every time I move to trash into the trash bin and then I logged out then
the next time I logged in and I wanted to delete the files from the
trash bin, the trash bin it will not ask for further confirmation that I
should delete the files in the trash bin or not.  Also when I delete a
file from my folder, Ubuntu will not ask for further confirmation to see
if I am sure that I will delete or move the file/s to the Trash Bin.
This should be addressed accordingly to the developer in this Linux
Distro.  I find it very useful especially to those who want to take the
plunge in using Ubuntu.

Trash Bin does not prompt you everytime to empty the Trash Bin especially when 
you newly logged on to the PC.
