Steps to reproduce:
0 Install Ubuntu 8.04
1 Add "Power Manager Brightness Applet" to a panel.
2 Enable "Gnome menu/System/Preferences/Mouse/Touchpad/Enable horizontal 
scrolling". (Maybe this works with a mouse with a horizontal scroll wheel to?)
3 Position the mouse pointer over the brightness applet.
4 Scroll left -> It gets darker.
5 Scroll right -> It gets darker. *BUG*
6 Scroll down -> It gets darker.
7 Scroll up -> It gets brighter.

Other programs (like firefox) get the horizontal scolling right so it
seems not to be a mouse driver issue.
